Builders Call For $ 13 Billion Construction Increase

Master Builders Australia urged the government to implement a $ 13.2 billion stimulus package for construction and construction in order to kick-start the recovery of industry and the economy.

According to the EY modeling commissioned by Master Builders, an increase of $ 13.2 billion could potentially translate into approximately $ 30.9 billion in new economic activity and create 105,000 new jobs in all sectors.

The program will also start $ 17.6 billion in construction activities, including new housing starts, renovations and commercial construction.

Denita Wawn, CEO of Master Builders, said that the industry needs government incentives, not just subsidies. There is also a need to create a special task force to speed up activity in the construction industry, said Wawn.

"Building and construction are fast becoming one of the industries hardest hit in the long term by the COVID-19 economic crisis. We know from previous downturns that it takes four times more time for our industry to recover than others in the economy, "she said.

The proposed stimulus plan has three essential parts: $ 5.2 billion would be reserved for a new housing construction subsidy, $ 4 billion for the resilience renovation program and an additional $ 4 billion for commercial programs.

The grant for the construction of new houses would provide funding of $ 40,000 for the purchase of a newly built house. This grant is expected to inject $ 17 billion in additional economic activity. In addition to adding 14,000 new homes to the market, the grant would also create 58,311 jobs across the economy, restoring the 77,580 jobs lost since COVID-19 restrictions began.

The package is also indexed to include a resilience renovation program, which would finance renovation projects aimed at improving the resilience and accessibility of homes. The prime contractors expect this program to contribute $ 7 billion to economic activity and create more than 24,000 jobs.

The last part of the package focuses on commercial programs, including financing the coating or rectification of asbestos; a 10% drop in development costs; and a 5% increase in public spending in the areas of health, defense and education.

"For recovery to occur, construction activity must begin. Builders and traders cannot support their businesses and jobs on their promises," said Wawn. "We have seen that governments can speed up construction activities in response to natural disasters, and COVID -19 presents itself as an economic disaster."

The latest figures from the Australian Bureau of Statistics show that construction work carried out across the country has decreased in the first quarter of the year. It is important to note that these figures only cover a short period of time when the COVID-19 restrictions were put in place.

The construction of residential buildings was the main obstacle, decreasing by 1.6% on a seasonally adjusted basis. Nicholas Fearnley, senior economist at BIS Oxford Economics, said that the majority of the decline reflects the slowdown in housing approvals observed from 2018 to 2019.

"The time lag between the change in sentiment caused by the pandemic, and its impact on migration prospects in particular, towards housing approvals and the work done will be at least six months. Therefore, we we expect residential construction activity to continue its trend well into 2021, "he said.
