The Victoria housing market is once again open for business and will now be able to benefit from the HomeBuilder program after several weeks of lull due to COVID-19 restrictions, experts say.

The Victoria State Government eventually allowed private inspections for the purchase or rental of properties, reopening the housing market to sellers and buyers. These inspections, however, will always follow an updated set of regulations.

Under the new rules, only one agent and one client can be on private property and view the home inspection. The client, who can be a buyer or a tenant, can only be accompanied by one person from the same household.

In a statement, the Real Estate Institute of Victoria (REIV) said the state government decision will result in a gradual return to real estate transactions in Melbourne.

"It will be a huge relief for buyers, sellers and tenants, many of whom have suffered severe financial and emotional strain over the past few weeks," he says.

Additionally, the ad will also help real estate professionals who were unemployed when the restrictions were imposed.

"Realtors will now be able to perform inspections by private appointment," REIV said.

One of the most significant impacts of the foreclosure has been the limited adoption of the HomeBuilder program, said Fiona Nield, Victoria executive director at the Housing Industry Association.

The expected boost from the HomeBuilder program did not materialize in the state in August, as overall sales activity for newly built homes fell 14.4%. The decline in sales during the month offset increases recorded in the previous two months.

Nield said that reopening the housing market is crucial to preventing any further risk to the housing market.
