The decline in building approvals could lead to a housing shortage next year, according to an analysis by ANZ.
ANZ senior economist Felicity Emmet said that rate cuts were not able to stimulate residential construction activity, increasing the risk of shortage of housing.

The Reserve Bank of Australia (RBA) cut official exchange rates three times this year. The rate cuts are usually followed by increases in house prices, home loans and building approvals. However, Emmet said the response to building approvals after the recent rate cuts remains relatively moderate.
"The time lags between interest rate cuts and building approvals get longer as the apartments get bigger in the housing mix." She said.
Construction approvals fell 8.1% on a seasonally adjusted basis in October, according to the Australian Bureau of Statistics (ABS). In terms of trend, the fall in October was 0.8%, the 23rd consecutive month of decline.
A separate analysis by Maree Kilroy of BIS Oxford Economics highlighted the "alarming" rate of decline in approvals.
"Despite the recent surge in residential property prices, it is not until June of next year that we expect resumption of approvals, "said Kilroy.
Property Council of Australia chief executive Ken Morrison shared similar ideas, adding that declining approvals should send a strong signal to the federal government to act.
